Somehow he should have seen this coming. He really should have seen this coming.

So he just gave a sigh and shook his head.

"As much as I wish I could, no, I cannot. Only BREW can decide whether when you can leave or not."

For the guy in charge of this hellhole... a phrase that is oddly appropriate given the them, he isn't exactly quick to spot obvious traps.

The change in her expression shows she's just a bit dubious of your words. Anger still bites at the edge of her words.

"That so? Guess there's nothing you can help me with, is there?"

There was a slight sigh. "If you mean 'nothing' about how to send you home, you are correct. The only other sure way that you will return home is when we win the war and the wish is considered fulfilled. Then I will be able to ask BREW to send everyone back to their respective homes—and as at that time I would actually be aware and conscious of it, I'll be sure that it is done properly."

And hopefully no one else makes another complicated inadvertent wish before he does.

"But if there's anything about adjusting to living in Death City, then yes, I may be able to help."

She's very good at glaring, her eyes dart down the young man again but it's barely two seconds and her eyes are locked on his. Her tone's relaxed, but there's still a sense of antagonism in the words, "How about a relocation program? This city is the capital of a war effort, right? Why aren't you sending those that don't want any involvement in your war somewhere that isn't a target?"

From what she knew the whole world was at war, but only a Shibusen base qualified as a target. Minor attacks in smaller cities couldn't be so common that there was no safe place for civilians to be placed. Especially when this was their fault.

He could hear the antagonism and it was probably testament to his own personality that he managed to remain calm and collected in his responses.

"That would actually put them at greater risk. You may think otherwise, but Death City is actually probably the safest place. Several bases and cities have already been attacked. It is also easier to help protect and watch over the guests who are going to be rightfully confused upon entering this world. To send them to another location would only worsen the confusion and possible hostile emotions."

Like the ones she was probably feeling right now.

Hmm, he wasn't rising to any of her bait. Promising... or he was some sorta emotionless robot ready to launch them all to their deaths to win the war. Since he got what he wanted before they could leave, it'd solve all his problems if the guests all died in that last stand. She continued to study his movements and manner, looking for more clues as to what sorta... whatever, he was.

"Safest being the biggest target in the war effort? How many times has this place been attacked during your little war?" Battle strategy, and planning a robbery, weren't technically any different. According to Leo there was all sorts of other ways to win a War than direct fights, most involved Willa's skillset: deception, lies, and separating one army from their supplies. "I think you're pretty screwed on the hostile emotions no matter what you do."

Oh you have no idea how hostile her emotions get.

"It's true we've been attacked a couple of times before. But if you want the exact number I believe it's been six times. Of course our victories were not without casualties and damage, but we've been successful each time." His look hardened a little. "What makes Death City the safest despite that is the fact that we have the strongest fighters located here. The witches have been emboldened compared to the past, but they still prefer to attack other locations as they are weaker in defense. We are the ones who usually go out to aid others, not the other way around."

It did seem a bit contradictory—the most obvious target being the safest. But it was because they were so large and had so much strength that they had such great defense.

"It is a basic strategy of war."

It was true, if you needed money it was easier to attack a jewelry store than a bank, and a bank over the treasury. Of course, people still attacked the treasury, but that was usually more for fame than fortune. Willa's face didn't change as he answered, "So we're in the safest possible cage."

"And what if you start losing your strongest fighters, BREW seems to have an odd habit to let draftees go. And this is a war," Willa shifted her weight to her other leg and crossed her arms, "I would think you'd need more than basic strategies to win. This place has been attacked, a half dozen times. Each time they might not have won, but did they lose? Did you kick them out so easily they won't attack again, or did they find another weakness in your defenses?"

Another basic aspect of planning a big heist was recon, to know the lay of the land. Sometimes you did that by sacrificing pawns, sometimes you did that by just walking around and exploring. Everything Kid said made Willa feel less secure here.

"You don't have to worry about that," he merely answered. "The strongest fighters are those with the most experience, and those will naturally be those who have already lived in this world. But your point is valid, so we take advantage and utilize those who are here and are capable of fighting."

He was not that foolish to rely solely on people who had no guarantee of staying. But one had to take what was given and when it was given.

"I also never said that was our strategy. It was just an explanation. At any rate, no matter how many times we kick them out and no matter how devastating a defeat, the witches are not so easily dissuaded."

There really probably wasn't anything that he could say that would make her feel any more secure.

"Those strong fighters, you mean the ones who are so reliable you wished on a piece of technology you don't have full control over for an edge to win?" Unfortunately the situation that brought her here was also the biggest stumbling point in the argument. Her being there was proof that his most experienced were, well, not cutting it before. Which was a pretty key point in Willa's mindset.

"Most enemies aren't... why are you at war with the Witches again, I got lost in a sandstorm so I got the cliffnotes on this," There was a slight change in her tone and her body language, but it was quickly covered by her usual air of distrust and cold fury that made her who she was. Her little bit of curiosity did sneak its way to the surface. She did want an answer to this question.

But, no, probably won't make her feel any safer.

"We have strong fighters, but we unfortunately lack in numbers. Despite what legends may say, one soldier cannot defeat an entire army." Though they can come pretty close, really. "Also, I did not even intentionally wish on BREW. Surely you've had moments where you just idly thought 'I wish this could of happen instead.' That is what happened. I had an idle thought, BREW picked up on my emotions, and activated."

Although his voice remained cool and even, his look hardened a bit as he spoke. Though it was more at himself. The girl had every reason to blame him for his past ineptitude and if only he had been more aware more conscious of what he was doing— "A lot of things had happened prior to that, and I was at a low point—desperate." Like his father suddenly being found murdered and him suddenly thrust into the position of authority. "I'm not saying that excuses me from the unintended consequences nor my initial inability when I first came into this position, but now you know what really happened."

He really needed to just tell people about this up front, or at least have whatever information they received upon arrival about this clarified. Though maybe because he believed that in the end it did not really matter what had happened that he left them to believe what they wanted. In the end it was his mistake and it was a constant reminder of how much he needed to grow and mature if he really wanted to be an apt leader and shinigami.

"As for the war, my purpose and duty as a shinigami is to protect the innocent and maintain order. Witches seek the exact opposite—by nature they are prone to chaos and destruction. They want power and unless we want this world left in ruins, we fight to protect it and regain the order and peace my father strove for."

It was getting harder to blame him... she could still blame this place, the city, BREW, and their stupid war. But blaming him was getting harder, mostly because something about him seemed a bit pathetic to her, not... physical, but just something there.

She was almost on his side, maybe not sign up for the effort but stop talking out against it... one problem. He represented order like it was a good thing, destruction might be bad but chaos? Walter was chaos, he couldn't help but blow through a scene and turn it all on its head, and it'd be better for it. She, she was raised to be chaos, disrupt and mislead. Every one of her skills could be qualified as chaos.

She was certain that it wasn't that cut and dry, and if it was then she was pretty much already on the wrong side of this fight. "Right, and its your job because you're Death to make sure the Witches die, the only way to prevent their nature. Because they certainly can't be of any value otherwise."

[personal profile] perfectorder 2012-08-09 05:45 am (UTC)(link)
That made him pause for a moment.

"I would not say they had no value," he said slowly. "In truth we have a couple of witches that are our allies. Although their very nature is the embodiment of chaos, only those who seek to further that chaos actually pose the threat. In addition, not all witches are persuaded by the sway of magic." Though that was more of a very high exception rather than an additional rule.

"The witches we eliminate are those that pose the threat to the world by only pursuing that destructive goal. Unfortunately, that is the majority of them."

What would it be like if they did not need to fight them at all? It was a thought he never really fancied nor even could really think of now. But one day he would have to consider it, and whether that day comes sooner or later was still in the air.
