EVENT: Witch Attack on the City!

Description: There's a Witch attack on the city and, to make matters worse, there's a dangerous individuals while Meister powers go completely out of control
The evening before there had been a PSA going around the network and the radio to watch out for an individual causing trouble in the city and a reminder to please stay indoors if possible.
Then around midnight something distinctly...strange happens. At first, Weapons probably won't notice, because it's only Meisters who suddenly find their powers flaring up for no apparent reason even when they're not trying to use them.
There's a two hour window where the abilities become stronger until it's practically impossible to control before the alarms in the city sound.
Kishin Eggs have been spotted entering the city in droves and this time they haven't come alone...

It was a vicious cycle. Running away from the blanket of darkness wasn't possible, so he transformed his arm into a length of chain, gripping the handcuff with his remaining hand and setting his jaw. If death was here for him, it would have to earn the privilege of dragging L Lawliet into its frigid embrace. If there was another thing that wanted to look like L and wear his face in mockery or parody, then it stood to reason that taking it out was his grim responsibility. Hadn't that been the very definition of handling Beyond, drawing his fixation to prevent him from harming others? It was the least a monster like L could do.
Holding the chain in front of him like a shield or net, he narrowed his eyes and stalked the hateful thing in return. His plan was to use the slender length of chain, and every ounce of his strength, to attempt to choke his warped fascimile into submission. Without a Meister to wield him, he was limited, but hardly without conviction.
