Time: December 31; 8 PM - 1 AM, or whenever people decide to go home...
Description: It's a housewarming party and a New Year party wrapped into one big celebration!
They hadn't bothered with much decoration, though Rhode had insisted on a bit of shiny garland around the doorframe so people would know exactly where they were supposed to come. Mukuro had bought champagne (and stronger things, for the guests who preferred them) and Rhode had made sure they had a nice little setup of sweets and fruit, including some cake and tarts she'd baked herself. After some struggle, she'd even asked Mukuro to help her figure out how to turn on the stereo for the sake of having atmosphere music.
The leftmost bedroom door is shut, but the rest of the apartment has been left open to nosy guests!

[OPEN AND A MILLION YEARS LATE, AFTER MIDNIGHT]
His eyes are wandering across the party, doing more people watching than any actual talking. The fact that he's still wearing sunglasses and headphones at this time of night may be a little odd to most. Not to mention the fact that even with all the background noise, coming close enough to the musician indicates that he's listening to his own tracks at quite a loud volume, loud enough to bleed out.
Feel free to bother him, though. He seems in good enough spirits.]

Well, I don't know you terribly well, but if Mukuro invited you then he must like you! He has a few errors in his judgment, but most of our friends are nice enough.

As far as the actual event of New Years Day itself, I never found it something that particularly needed celebrating. You could call any day the start of a new year if it pleased you, after all.
