Description: SEES has been without leadership for a while, so it's time to talk about that and other things. Over dinner.

The SEES HQ is a humble, unadorned office in the process of renovation. There is scaffolding on the outside (really a continuation of the arcade expansion happening next door) and buckets of paint on the floor inside, stored until needed.

The arrangement of desks in the middle and chairs along the outside give it an almost conference room feeling, except that each seat has a dinner setting of plate and utensils (and chopsticks), and the middle of the table is covered in Kanji's generous dinner spread.

"Ah..." He hadn't really covered that in his address, so it was a good question. "It's being thought about..."

That's not really all there is to say on the matter, but he's trying to make it as concise as possible without being cryptic. "How do I put it...

"We need to see the capacity of the group first, but we intend for SEES to explore areas too dangerous for normal investigators." Too dangerous for single partnerships or groups without cohesion. Places with high Madness thresholds. Stuff not posted on the Mission Board at all.

"That's my goal anyway." He qualifies at the end. "It's still too early to say if we're ready."

"So several pairs working in tandem with a clear-cut command." Akiha hummed a moment. "That will require Meisters to be able to work together on top of with their partners."

That did put the strain of this on the Meisters, and if the chain of command wasn't clear enough - or competent enough - there would be a lot of trouble. She, for one, did not like taking orders from others, especially when she thought she knew the better thing to do, but she could do it if she recognized the leader's authority, much like she'd recognized her father's authority back in Misaki City. Her partner, on the other hand...

Well, Sion was another matter; they were both still new to this partnership thing even with them being friends.

"Additionally, unpartnered Meisters and Weapons with useful abilities can participate depending on the team's composition." More than just the Meisters working together in harmony, all members of a team would need to be designed to achieve a sort of 'group resonance.' It'd require trust, respect, and, yeah, recognition for the leader's authority.

In short, it would take a long time to perfect, but would make for a lethal combination. "Partnerships have taken us this far... but we need to go farther."

"...I'll take your word for it at the moment." Akiha sighed. "I'm still getting used to this partner thing."

"You just got here." Minato is actually surprised you're already at the partnership stage. Most people focus on their individual abilities first and take a long time to select a partner. Having someone you can trust immediately must really be nice. "So take your time. After all, a lot of us are still cementing our partnerships."

"How long have you been here?" It was a valid question. The longer he's been in Death City, the more she'd acquiesce to his knowledge. But if he was new like she was... there may be some problems.

He's been here since August so... He recalls the intervening months and counts them on his fingers. "Eight months."

That was good enough. He'd been there long enough to have learned a lot about how things in Death City worked. Same with the partnership stuff.

"That's good to know."

Very few people have been here longer, actually. He's watched so many people come and go as BREW saw fit. Either stayed past their usefulness or... died on the front lines. But it's true; he has learned a lot about how Death City works. Now he's working on learning about how the world itself works.

"So if you need to know anything, you and your can rely on me for it."

"I do appreciate that. It might not show, but I do. Thank you." Akiha cast a look around the room.

"It appears there are others looking to speak with you. I don't have any more questions at the moment, but if I think of any or Sion has more valid ones, I'll contact you later."

He accepts her appreciation with a warm smile and an acknowledging nod. When she looks around, he glances over too to confirm her assessment. Sure enough, there are other questions waiting. He signs--not used to talking this much.

"I'll keep an eye out for you and Sion, Tohno-san. It's good to have people like you in the city... You're the kind of person this world needs right now..."

He selects his next target from the room and looks to Akiha again. "I'm glad to have spoken to you. See you later." Minato bows slightly and then weaves his way out.
