Not necessarily. It was more like pranking, which is a bit more harmless than actual bullying.

What's the differences between pranking and bullying?

Pranking is more like playing a trick or joke for one's own self amusement and usually at the expense of the victim's dignity.

Bullying, on the other hand, is the deliberate act of making the person feel inferior than they really are. Unlike pranking, usually the actions of a bully has more physical and mental harm. Pranking is usually more lighthearted and have less negative effects.
