[OPEN] Earthquake Event

It's early in the morning -- just after morning training -- when the ground beneath Death City shakes violently in what most of you might recognize as an earthquake. It's not a particularly huge one for the more experienced of the guests, but it sends cracks shooting through the cobblestoned ground of Death City and up the sides of some buildings. A small handful of structures, mostly those that have been abandoned in the course of this war or the very old ones, take the most damage and topple over or crumble at their foundations.
The earthquake lasts no more than half a minute, but the vibrations and aftershocks last through the day. Death City's streets become full of holes, from those the size of apples to what could be described as deep ditches. The greatest damage, however, is the commercial sector, which becomes flooded as the waterways take damage and spill water into the streets. Shibusen's alarms blare out and quick, urgent orders to fix the waterways and search for the injured or anyone trapped in rubble filter in through all networks.

Well you won't find me causing trouble! Being loud isn't about that anyways, it's just about finding ways to occupy your time and keep things going, y'know? When times get tough and some people are busy wanting to sulk and panic, the person that helps out the most is the one that gets their minds off of that by speaking up! You don't get anywhere by not saying anything.
The louder the better, because you can't worry about stuff when you're too busy being told that everything'll be alright. [Kotetsu pauses and tips his hat up to look up thoughtfully at the sky.] ...yeah, that works. That sounded really good actually.

Sometimes just being told that sort of thing doesn't really help, especially when it doesn't look like things will be. Just being loud and saying the same thing over and over... sometimes I think it just makes things worse. [[a very faint laugh]] Even though it's not meant that way. Hearing "I have a plan," or "Trust me," I think is far more reassuring than just "It'll be okay," and "don't worry."

I'm good at both so, that takes care of that problem for me.
[His showiness only lasts for so long as he listens intently to everything else, understanding exactly what he means but finding it hard to sympathize completely. Kotetsu's never known how to not say things that other people wish to hear, whether out of his limited optimism or just his abundance of hope for the best. His work as a hero has definitely shaped his attitude toward people but deep down he knows that everything he says, he means with the bottom of his heart, even if things feel hopeless.]
I dunno... I kinda think it's all the same. I mean, yeah it's different to just hear someone tell you things are gonna be okay aside from, "Trust me, it'll be okay". But I think if you're willing to put that much faith into making the best of the worst, why not go for it? Not everyone's that good with words. Hell, I'm one of those people.
I don't say things just 'cause I wanna say them. I say them because I mean them. And I do everything I can to make them true. So if I tell someone things like that, it's because even though they might not think it's possible, I'm going to make them possible with everything I've got.
